How can the Cardinals keep Roy Horton?

The way I understand it, and correct me if I'm wrong, NFL teams can't contractually keep a coordinator. If a coordinator wants to leave for a head coaching job, he can.

Each game, analysts and commentators mention the likelihood of Horton leaving after the season to take on a head coaching job. I think about teams like Pittsburg and Green Bay keeping their defensive coordinators over years and years until it becomes part of their culture and identity. As a Cardinals fan, I would love for that to happen here.

What do you guys think? What can the Cardinal do to keep Horton long term? By the indications of what Horton has said before, does he seem like he wants to stay and build that kind of legacy here?
